Why did we write our own constitution of Nepal?

There comes a day in our lifetime when we Nepali must choose a path that will decide the future of our country.

Today, we are at the cross-roads and must make a choice: Do we unite Nepali of all ages, ethnic groups and beliefs to transform Nepal into a shining beacon of humanity? Or, do we accept Nepal as a failed nation?

Our common sense tells us, “It is our right to live free in a Nepal ruled by law.”  Therefore, it is our responsibility to rise against anyone who restricts us from our non-negotiable rights. Should Nepal’s rulers withhold us from our rights, it becomes our duty to organize ourselves to protect our rights. Standing up for these rights ensures that our government always remains a servant of us citizens, never our master.

Our constitution is our right! Timely delivery of constitution is non-negotiable. Each day we delay this, countless Nepali die inside and outside the country because of Nepal’s failed system. Millions of Nepali are forced to take extreme measures to survive. Many leave the country. Those who stay behind face the harsh realities of absence of law, pervasive criminal corruption, lawlessness and denial of justice. While we Nepali suffer in millions, our rulers fail to rise above their myopic party politics. They claim Nepal will be better after declaration of the new constitution, which they never show. As our society slowly degenerates,  ‘bibek’ is getting replaced by ‘bal’ as a new generation grows up seeing ‘hopelessness, corruption and apathy’ all around.

 Our representatives have taken hundred of billions from us to build this constitution. Yet, they continue to fail miserably after 6 agonizing long years. They repeatedly make baseless promises.  However, they never deliver that one unifying law, our constitution. What crime is worse than this?

 Enough is Enough! We must build an alternative. This is why BibekSheel Nepali united concerned citizens from all walks of life to build and publish a new constitution on Magh 8, 2071. We have not spent a single paisa of Nepali taxpayer money and have delivered a working constitution for the Nepali people.

You may ask – why have we created the Nepali Constitution when those elected to do so have failed?

We wanted to prove that Nepali constitution can be built on hope, not fear. It can be built with honest intentions. It can be built by diverse people from different walks of life without wasting billions and years fighting. Nepalese must unite if those sent to work for us, fail.

Overall, we wanted to offer Nepali people an option. You might further ask, what are the major attributes of our version of the Nepali Constitution, and why should Nepali people care?

We started building this constitution 3 years ago. During this time, we asked – What will create the environment for fair prosperity of all Nepali people? What will deliver timely and adequate justice? What will lay the foundation for the right leadership to lead successive governments that deliver to the people? What will free our elected officials from being held hostage by party or tribe or caste or sex? What will hold timely elections? What will give strong mandate (space and time) to leaders to deliver their promises? What will allow equality among citizens without discrimination? What will protect the tradition and culture of Nepal’s diverse groups while allowing cultural harmony?

We believe our published Nepal constitution 2071 has balanced solutions to the above questions. It is pragmatic and an evolving law of our land.

You may add – how did all this start?
Our constitution building process started the day after the first Constituent Assembly was dissolved on May 28th 2012, nearly 3 years ago.

We looked around us. We took lessons from hundreds of citizens’ gatherings to understand our society. We consulted with experts holding differing stands to educate ourselves on the complexities of the problems. Then painfully, one by one, we assembled volunteers from all walks of life who believed in our vision of creating a prosperous Nepal within our lifetime. We used technologies like the internet to bridge distances and collaboration gaps.

We looked outside. We researched 18th century constitutions like that of the USA. We studied 20th century constitutions like those of South Africa and Switzerland. We analyzed those that didn’t have one, like the UK. We evaluated those of emerging economies in South America and Africa as well as our immediate neighbors in the north and south. We found how they were succeeding but also had painfully learnt their lessons and how they found solutions. We also learnt Nepal with its diversity and geo-political location needs to find its own path and cannot blindly follow the paths of other nations.

In 2013, we literally walked for months, collecting dreams of thousands of Nepali people from all fourteen zones of Nepal. We continued studying the differences inside the Constituent Assembly over the last 6 years. We finally came together to draft a constitution that was simple for an ordinary Nepali to understand, and mature to become the law of our land.

What is amazing is – not a single paisa has been paid to the hundreds of reviewers and contributors involved!

Our constitution building process continues. We have published our first draft. We will incorporate more citizen concerns and aspirations so all Nepali will unite to own this constitution. After all, this is a constitution built from the dreams of all Nepali we have interacted with over the last few years.

We hope that our published constitution will be owned by Nepali citizens and by the constituent Assembly of Nepal. We hope more Nepali will improve it and tell their constituent assembly members what they want.

We have in our constitution tried hard to find a middle ground to address the great divide inside the constituent assembly and outside specially on the issues of federalism, identity, style of governance and election systems. We hope this will inspire even the Constituent Assembly members to find answers to their differences and learn from our proposed models. We have taken a middle path to building this pragmatic constitution that works for now and for our important future. We hope this will bridge the gaps between us Nepali people and unite all Nepali who believe in common sense.

Nepal’s Constitution should be of the people, for the people and by the people.

It is time Nepali people have an option to choose.

Tour de Lumbini (Cycling from Kathmandu to Lumbini)

I have a dream, to see Nepal host world’s top cycling event ‘Tour de Lumbini’ watched by 100’s of millions worldwide, just like the ‘Tour de France”.


I would like to see the world watch cyclists travel from the base of Mount Kanchenjunga (3rd highest mountain in the world, all the way through beautiful hills of Nepal down to the birthplace of buddha, Lumbini. I am sure, this would be the loveliest as well as the toughest cycling race in the world! And this would take one concrete step closer to building a prosperous Nepal within our lifetime. I decided to enter the annual ‘Tour de Lumbini’ to help fulfill this big dream I along with many other Nepalese have. ‘Tour de Lumbini’ is an annual cycling rally (not a race yet) from Kathmandu to Lumbini on the eve of Buddha’s birthday. I decided to support this noble initiative which has a potential to make it big within the next decade. This event is hosted by “Tour de Lumbini” a non-profit with support from World Cyclist Foundation headed by World cyclist Pushkar Shah along with various cycling activist movements such as Kathmandu Cycle city, Dharan Biking club and Butwal cycling club along with noted environment activists like Megh Ale and Lumbini, birthplace of Buddha promoters like Rajendra Thapa.   Tour De Lumbini 2014 khasing rai

3 days before ‘Tour de Lumbini’: May 8, 2014 As I started preparing for my event I had a stark reality in front of my eyes. I had barely ridden a cycle (bike) for 10 whole years now. So a few days before ‘Tour de Lumbini’, i borrowed a mountain bike and start training for an hour or two a day to ready me mentally for my trip and minimally prepare my body for the drubbing i was about to receive. As the bike I had was not in condition to go on an extended trip, I managed to borrow a newly bought mountain bike and gears from a friend, Ishan Adhikari. I met with the organizers and veterans, taking advice from them what to bring and how to prepare myself both mentally and physically.

Day 1: Boudha (Kathmandu) to Kurintar (120 kms) – 3 days until Buddha’s birthday -May 11  day 1 map

The day started ominously. I started from home with a flat tire which luckily i filled the air at the local bike maintenance store nearby. ‘Tour de Lumbini’ started from Boudha at 7:30 am in the morning and it passed through the holy Pashupatinath temple and then proceeded to the historic Basantapur Durbar square (ancient palace of the Kings of Kathmandu). There we stopped to buy Nepal flags and posed for a quick group photo before we moved on to the base of the famous monkey temple of Swayambhunath. We were soon off to Kalanki the door way out of Kathmandu. The total distance we would be cycling today was 120 kilometers with the end destination being, Kurintar besides the beautiful Trisuli river famous for its white water rafting.    As I started riding off to Kalanki, I could feel my lack of preparation. I was given a crash course along by experienced cyclists on how to change gears, how to move down-hill and uphill efficiently (basically to conserve my energy). I was already having a hard time as I passed Naikap, harder by the time I reached Thankot and finally i reached Nagdhunga the exit point of Kathmandu valley. My butt was beginning to hurt a lot since I was not used to the hard cycle seats on such long trips. The long downhill from there on all the way to perhaps Malekhu was a huge relief although it was a dangerous descent with sharp bends and big trucks and adventurous micro-buses constantly cornering us along the edges of a tight, badly maintained highway. Which reminds me why don’t we citizens, ask why the roads there are not maintained as they should be. We do have a law “Right to information act” through which we can use to easily get information from any public institution in Nepal on where they spent, what they spent on, who the contractors are, and what was the deal made etc etc. I do recommend we all use this act, when we see any problem. As we descended towards Malekhu we made our first major stop for lunch along the highway where we ate a quick lunch and refilled our water. Our tour doctor along warned us of dehydration and asked us to fill our water with “jeevan jal” oral rehydration packets as they were the best antidote to cramps and other critical problems faced on such an exhausting journey. I must add that  I had never had that many jeevan jals ever in my life as on this trip. (not even when I had severe dysentery). I easily was drinking 5 packets of jeevan jals a day along with at least 9 liters of water each day during the trip without having to go for a single round of pee :) . The whole day, my cycle’s back tyre was turning up flat every few hours. I had to stop and pump it with air about 5 times. Only when i was nearing the end of the day, when it dawned upon us that i was probably riding a bike which was actually half-punctured the whole time. I realized in hindsight that this was quite dangerous actually since the bike would always slide along the road every time I went downhill. I reached the end destination of the day on the campgrounds at Riverside Spring Resort at around 8 pm in the evening escorted by other bikers as it was already dark and i was riding a half flat tire. So ended perhaps an adventurous and many times dangerous day. I was so tired that i promptly went to sleep  in a tent. While others were singing and dancing nearby to celebrate their journey. I was busy recharging my body because I knew Day 2 I know was going to be tougher and much hotter!


Day 2: Kurintar to Narayanghat to Arun Khola (92 km) – 2 days till Buddha’s birthday day 2 map photo credit I woke up around 6 in the morning and went near the river Trishuli to reflect on the wonderful beauty and serenity of Nepal’s country side. If only we can harness the power of this serenity, Nepal will be prosperous in our life-time. I also did some warm ups to prepare my 37 year old body for the exhausting day ahead [ that incidentally now looks like a 47 year old :) ] Around 7 in the morning we were debriefed by our tour organizer Rajendra Thapa and our tour doctor followed by a minute of silent reflections recommended by Tour promoter Megh Ale to spread positive energy among all the participants, we again head out towards the Terai (plains) of Nepal. Our initial burst of energy slowly became tempered with the increasing heat as we descended down onto the hot plains of Narayanghat (about 42 kilometers away). As we neared Narayanghat I could feel that more than anything the heat would be my worst enemy. It was one thing to cycle through uphill but with the sun bearing down harshly on the cyclists, I had to buy water at every few kilometers and had to rest in shade in order to avoid the ever increasing chance of a heat stroke. As we neared the forests overlooking Narayanghat, I knew I needed a longer rest than usual if I were to cycle through this day. Painfully just before noon, we reached Narayanghat where the local Lions club had prepared a welcome for us and had sponsored a lunch for us there. We rested there for a few hours. We were joined here by cyclists from Dharan. I was beyond exhausted from the heat stroke so had to give up cycling for the rest of the day. Our destination for the day was Arunkhola about 50 kms west of Narayanghat. We reached ArunKhola around 6pm and the local school there had provided for us tent space on the school grounds and food which we accepted with gratitude. Arunkhola town lies on the banks of a river. Because of the extreme heat, we dared to go down to swim in the river and had a good splash with local kids eager joining with us, curious strangers. Tour De Lumbini 2014 khasing rai We got a pleasant surprise from nature as in the night a cool breeze flowed through camp grounds which eased our rest (unlike the upcoming night at Bhairahawa).


Day 3: Arun Khola to Daaune to Butwal to Bhairawaha (89 km) ( 1 day till Buddha’s birth day) day 3 tour: photo credit Tour de Lumbini The highlight of the day was two-fold. One was the big climb uphill of 8 km of the Daunne hills and the midday rest at Devdaha ( believed to be the maternal home of Siddhartha Gautam Buddha ). I started my uphill ascent into Daunne at 6:30 in the morning without even having breakfast because I wanted to avoid the intense heat from the morning sun while I was climbing Daunne. At around 9:30 am I finally reached the village of daunne at the top of steep 8km, and was instantly wowed to find Daunne had free wifi internet! The Rest of Nepal should learn from Daunne on how to be entrepreneurial and customer friendly :). IMG_7701 I finally managed to upload my pictures of the trip to social media from here. The terrible Nepal Telecom 3G network is literally non-existent outside of kathmandu despite its outrageous claim that it’s internet is widespread. [ I have only disgust at the way Nepal Telecom is run and how it is grossly mismanaged and going down the drains, because of political interference. Plus I believe the Government has no business doing business in Nepal. It should do what it is best at which is ‘monitoring’ and leave running businesses to the citizens!] As I uploaded my photos of the trip, I couldn’t help notice a nearby restaurant owner was making fresh “Cell roti” in a huge frying pan. I rushed in to buy 5 of  these super-fresh Cell Rotis and gorged them down with fresh milk tea. It was probably the freshest Cell Rotis I had ever tasted in my life and I loved them. To add to that, i gulped down fresh locally made curd. After an hour of rest and experience sharing with other riders,  I added ‘jeevan jal’ to a fresh bottle of water and was off a terrifying 7 or 8 km steep downhill ride. My fingers ached from the constant brakes I had to use to slow myself down from falling off the cliffs of daunne.   As we reached the plains, the roads became one torturous straight line and hot air started catching up on us and by the time we reached ‘Buddha’s mamaghar (maternal home)’ we were gasping from the hot air that was tormenting our faces. Each ‘chautari’ I could find, I would rest. It gave me an opportunity to mix with curious locals, informing them about our purpose and our dreams to make a prosperous Nepal. khasing rai 2   In Devadaha, the local chapter of FNCCI hosted us and kindly provided us with Dal bhat with fresh salads for lunch. The local salad was with cucumbers, and carrots and onions cooled both our mind and bodies. As we rested for a welcome function, my mind became restless with anticipation as I was in a place Buddha probably came by in his youth to his maternal home. My curiosity got the better of me and I decided to explore the nearby archaeologically excavated areas even in the scorching heat. The positive energy of Buddha probably flows in these areas even today. A friend and I cycled to 3 major archaeologically important areas which Lumbini development trust had identified as possible maternal home of Siddhārtha Gautama (Buddha). Plus it gave us a chance to mingle with a few local young men and women and find out about their dreams, their values, their concerns for their nation and their ideas to transform this area. A lot of people we met were ones who had immigrated from the hills decades ago in search of better future and local Tharus, indigenous to this area. riders

At Butwal, the local lions, butwal cycling club chapters, local business houses invited the cyclists to a ceremony where they kindly helped us with water and other needed refreshments. At Bhairahawa, a political party local unit made us cyclists stand along their on-going campaign (unrelated) which caused such a severe headache for the organizers and tired cyclists. On top of this, it caused us to miss a more important press release that evening with local journalists. There seems to be a wrong perception in Nepali society that if we don’t make grand speeches and acknowledge everyone grandly, the organizers feel they have let down their guests (which is a terribly wrong assumption). As guests and participants I was saddened that the organizers were more concerned with acknowledging themselves, and celebrities than to listen to our experiences and our reasons for all this, which surely would have helped widen their perspectives. We need a revolution in “management of welcoming” is needed.

A 21st century relevant leader should focus on helping citizens meet their dreams than holding them hostage to glorify his dreams. I guess our mainstream politicians are still stuck in the 19th century.

Bhairahawa, the gateway to Lumbini, seemed like a place where average citizens stopped holding their leaders accountable, toxic, dusty, hot and roads in disrepair. I wish it could have been managed better. I can feel the lack of elected local government has been a disaster to the city’s prosperity. I had a forgettable night at Bhairahawa right from the arrival into this polluted town, added by the lack of enough rooms for all of us at the local hotel Sayapatri. I hope Lumbini never catches the Bhairahawa disease! As I tried sleeping in a room that was a little bigger than a big bathroom, I was desperately hoping the last day would be much better !”

Day 4 (Last Day and Buddha’s birthday): Bhairahawa to Lumbini (24 km) – May 14 day 4 map photo credit Today was the finale, Buddha’s birthday, the last day of our Tour de Lumbini. For me it was a day of reflections, a day to cleanse myself and renew my vow to build a prosperous Nepal within my life-time. We started our day at 6:30 pm at Lumbini Gate in Bhairahawa and waited for the Chief secretary of Nepal Government Lilamani Paudel, an avid cyclist to join us all the way to Lumbini. We started in a straight line 100 of us, joined by cyclist friends from Butwal. lumbini gate

As we made our rally to Lumbini, we passed through a nice road surrounded by Mango trees all the way to the birthplace of Buddha. By the time we reached Lumbini, the prime-minister of Nepal along with other dignitaries were there to welcome us and acknowledge our contribution to raise the profile of Lumbini around the world.

 We rested near the closed museum of Lumbini for awhile (why do museusms close on holidays? that’s when the rest of us are free to go there !). Then we set towards the Mayadevi temple, the exact place believed to be the birthplace of Siddhartha Gautam Buddha. We rested in Lumbini for some time after which we all went on a pre-planned trip to Tilaurakot the palace area where Buddha spent his first 29 years of his life, which happens to be in Kapilvastu area of Nepal. As we went through the ruins, I couldn’t help imagining what would have gone through Buddha’s mind when he decided to leave that palace complex to wander around in search of enlightenment and meaning of life. It gave me much needed positive energy to build our nation on the spirit of Buddha’s message and to spread his message throughout the world.


It is a wonder that such an enlightened being was born in what is now Nepal. He gave such a wonderful gift to the world and here we are in 21st century, having learnt not much of his gifts. I made my wish, that Nepalese in the next decade will internalize Buddha’s teachings and set out to make Nepal the center of prosperity and peace in the way he has envisioned. We already have Buddha. With his middle path we can be an example to the world just like he was thousands of years ago! If we can only manage to keep Buddha and Lumbini as the center of Nepal’s development, we can transform the face of Nepal by 2030. We already have with us a golden key to prosperity and peace. Will we use it or keep waiting for someone to open the door to prosperity for us? The choice is ours! Use your ‘bibek’ (common-sense wisdom).

Buy time to do nothing: how to tackle a system’s tactic to stop change

In Nepal, there is an alarming trend.
Whenever there is an agitation, campaign or even a revolution in Nepal, it seems  an effective strategy for those in power will  water it down ( counter) by using the “buying time to do nothing” tactic (over and over).

What is ‘buying time to do nothing?’
It is ‘agreeing’  to build a ‘high level commission’ to investigate the matter at hand and use that time to essentially tire  campaigners  out.

Prominent News in Nepal usually reads,
“Deal reached! High level commission set up to investigate so and so…. ! “

Everyone becomes happy that solution is at hand!  Citizens move on! Our supporters and fellow change-makers move on to other issues !  We (are forced to) move on !

The key for any change-maker at this time is : When ever a high level commission is set up, transform your task-force into a watchdog! Your first duty as a watchdog is to warn media, and all your supporters that this is the most dangerous time to slacken, give them examples of the past campaigns that failed when they slacked off at this stage and convince them this is actually the time to take campaign to step 2.

Make sure you do this:

  • Set up an accountability seeking team (shadow task force) that has direct contact with the High level commission members and remind them to the point they know we are watching their every step.
  • Ask for a phase wise plan that needs to be delivered. (it can’t be something like, please don’t bother us for 3 months while we work on it ). Form your own accountability task forces (shadow task forces). Divide them into smaller sub-task-force and involve your supporters in this process.
  • Make high level commission members name and contact information public. Keep the campaign going on a smaller scale. Don’t stop.
  • Make sure they  give a weekly report to the accountability seeking team in your group). Initiate a countdown.
  • Engage with media issuing weekly update on the commission’s work. Make sure media covers your issue periodically.
  • Rally your supporters with regular updates and ask them to consistently write or talk about this issue to the their local crowd. Warn them not to fall under a false sense of security that the job will be done.
  • Remind citizens and campaigners that its their own issue!

We need you to be Nepal’s watchdog! In a country where the system expect you to be a sheep, learning how to be a watchdog is perhaps the antidote to the sleeping tablet they feed us while they do their excesses!

सबै सार्वजनीक संस्थानहरुमा राजनितिक दल तथा नेताहरुले आफ्ना कार्यकर्तालाईनै पदाधिकारी वनाउने र अरु कार्यकर्ताहरुलाई जागीर दिलाउने केन्द्र बनाई दुही खाने भाडो वनाएकोले धेरै सफल र गुणस्तरी सेवा दायी सार्वजनीक संस्थानहरु धराषायी बनाएको ठूला ठूला उदाहरण त आँखा अगाडी नै छन् । महत्वपूर्ण संस्थानहरु मध्ये राजनैतिक हस्तक्षेप तथा चलखेलको कारणले धराषायी भएको उदाहरण केही समय अघि सम्म दक्षिण एसियामै सवैभन्दा प्रतिष्ठित र नेपालको सवै भन्दा ठूलो र पुरानो स्वास्थ्य संस्थान त्रि.वि.चिकित्सा शास्त्र अध्ययन संस्थान तथा शिक्षण अस्पताललाई लिन सकिन्छ । राजनैतिक कृपा तथा भागवण्डाबाट नियुक्त भएका यस संस्थानका पूर्व उच्च पदाधिकारीहरुले परिक्षामा धाधली शैक्षिक, प्रशासनिक तथा आर्थीक क्षेत्रमा अनियमितता तथा भ्रष्टाचार (नेपाल सरकारको उच्च छानविन समितिले दोषी ठह¥याएको) मात्र गरेनन् आव४ राजनैतिकदल, नेता र कृपाबाटै आएका त्रि.वि.का उच्च पदाधिकारीहरुको मिलेमतोमा धान्न सक्ने भन्दा अनेकौ ज्यादा मेडीकल कलेज तथा अरु कलेजहरुलाई सम्वन्धन दिए र पूर्वाधार विना नै भर्ना सिट संख्या पनि ज्यादा दिए र विशेषज्ञ कोर्ष खोल्न अनुमति दिई यस संस्थानबाट प्रदान गरिने स्वास्थ्य सेवा तथा चिकित्सा शिक्षामा ह्रास आई संस्थानलाई धराषायी बनाए ।

तिनै पूर्व पदाधिकारीहरु अहिले पनि काला ब्यवसायीहरु राजनैतिक दल नेता र सरकारका केही उच्च पदस्थ पदाधिकारीहरुको अपवित्र गठवन्धन गरी हालका स्वच्छ प्रक्रियाबाट आएका यस संस्थानका पदाधिकारीहरु, समग्र चिकित्सकहरुको र कार्यरत ब्यक्तिहरुको र संघ संस्थाको विरोधको बावजुद जानकारीमा आए अनुसार करोडौंको चलखेलमा आधा दर्जन जति माथी उल्लेखित ब्यक्ति तथा नेताहरुको प्रत्यक्ष तथा अप्रत्यक्ष स्वामित्वमा रहेका निजि मेडिकल कलेजहरुलाई गैर कानुनी ढंगले संवन्धन लाद्ने प्रयास गरीरहेका छन् । यसमा नेपाल मेडीकल काउन्सिलले यसपाली एम.वि.वि.एस तथा अरु कार्यक्रमको पहिले नै सुरु भई सक्नुपर्ने नियमित कक्षाहरु संबन्धन लिन खेज्ने निजि मेडिकल कलेजहरुको मिलेमतोमा रोकेर राखी गैर जिम्मेवारीपनको थप प्रदर्शन गरेको छ । साथै विध्यार्थीहरुको जीवनमा खेलवाड गरेको छ ।

उच्च स्तरीय छानविन समितिको प्रतिवेदनको सुझाव अनुसार यस संस्थानका पूर्व पदाधिकारीहरुलाई कारवाही नगर्दा नै दण्डहिनताको स्थिति सिर्जना भई त्यस्तै मानसीकता भएका अरुलाई पनि गलत काम गर्न प्रोत्साहन मिलेको हुदा अहिले पनि यस संस्थानलाई अस्थिरताको र अनिश्चितताको भंगारोमा धकेलेको छ । तसर्थ तिनिहरुलाई र उनका मतियारहरुलाई तुरुन्त उचित कारवाही अगाडी बढाउन जरुरी छ भने हाल यस संस्थानका पदाधिकारीहरु जो स्वच्छ प्रक्रियाबाट मुख्यत वरिष्ठताको आधारमा नियुक्ति हुन भएको छ त्यसै गरी देशका सवै संस्थानहरुमा वरिष्ठताको आधारमा पदाधिकारीहरु नियुक्त गर्ने निति बनाई लागु गर्नु अत्यन्त जरुरी छ त्यसवाट पदाधिकारिहरु नेता, दल, सरकारका उच्च पदाधिकारीहरु, काला ब्यवसायी, डन तथा ब्रोकर प्रति नभई संस्थान प्रति बफादार हुने छन् र संस्थानको प्रगति हुन्थ्यो र देश विकासमा योगदान पुग्दथ्यो । अव आउने सरकार र दलका नेताहरुले स्वच्छ राजनैतिक संस्कारको अनुसरण गर्ने र त्यहि अनुरुप चल्नु अत्यन्त जरुरी छ ।

अधिकांश वरिष्ठताको आधारमा स्वच्छ प्रक्रियाबाट नियुक्त हुनु भएका यस संस्थानका पदाधिकारीहरुले त्रि.वि.का उच्च पदाधिकारीहरुको पूर्वाग्रह र चरम असहयोगका वावजुद सन्तोषजनक रुपमा कार्य सम्पादन गरिरहनु भएको थियो र छ भने कोही पदाधिकारी काम भन्दा आफ्नो प्रचार मै ब्यस्त छन् । पूर्वपदाधिकारीहरुले यस संस्थानले परिक्षा तथा शैक्षिक क्षेत्रमा गुणस्तर कायम राख्न सक्ने भन्दा निकै ज्यादा पुर्वाधार नपुगेका निजि मेडिकल कलेजहरुलाई संबन्धन दिएकोले यहाँबाट प्रदान गरिने स्वास्थ्य सेवा र चिकित्सा शिक्षाको गुणस्तरमा ह्रास आएकोले हालका डीन लगायत सबै पदाधिकारीहरुले अरु थप मेडिकल कलेजहरुलाई सम्वंन्धन दिन नसकीने भनेर बारम्वार त्रि.वि.का उच्च पदाधिकारीहरुलाई सरकार प्रमुख देखि लिएर अरु सम्वन्धित निकायहरुलाई अनुरोध तथा जानकारी दिंदा पनि जवर्जस्ती नियम, मान्यता मिचेर गैर कानुनी ढंगले दिने चलखेल जारी नै रहेको र उता वर्षौ देखि भौतिक संरचनाको निर्माण देखि लिएर बढुवा, स्थायी देखि अरु आर्थीक, प्रशाषनिक, शैक्षिक क्षेत्रका महत्वपूर्ण निर्णयलाई थाती राखी असहयोग गरेकोले स्वच्छ छवि भएका इमान्दार डीन डा. प्रकाश सायमीलाई राजीनामा दिन बाध्य तुल्याइयो र फेरी यो संस्थानलाई राजनैतिक भागवण्डाबाट चलाउने र सम्वन्धन दिने बाटो खोल्ने गरी काला ब्यवसायीहरु, सरकारी उच्च पदस्थ पदाधिकारीहरु, राजनैतिक दलका नेताहरु र उनीहरुका कृपापात्र, त्रि.वि.का उच्चपदाधिकारीहरुको चलखेलले नागरीकहरुले गुणस्तरीय स्वास्थ्य सेवा पाउने र चिकित्सा शिक्षा पाउने अधिकार बाटै वन्चित बनाउने गैर कानुनी काम गर्दैछन् ।

स्मरण रहोस् त्रि.वि. का यिनै उच्च पदाधिकारीहरु र नेताहरुले राजनैतिक भागवण्डा तथा कृपाबाट नियुक्ती गर्दा २ पटक सम्म यस संस्थानलाई अस्तब्यस्त बनाई संकटमा होमेका थिए । सभ्य समाजको मान्यता विरुद्व तथा प्रजातान्त्रिक पद्वति विपरीत यसरी नग्न खेल खेलिदैछ । नागरीक समाज, मानव अधिकार संघ संस्था, संचार माध्यमहरु र आम नागरीकहरुले यसको विरुद्घ आवाज उठाउनु पर्छ यस्तो गलत कुरालाई सफल हुनदिनु हुदैन नत्र एउटा स्वच्छ पद्घतिको विकाश भएर अरु संस्थानलाई पनि अनुशरण गर्ने प्रेरणा मिलिरहेको थियो त्यो तुहिन्छ । डा. सायमीले राजीनामा दिने होइन त्रि.वि.का उच्च पदाधिकारीहरु जो आफ्नो मातहतका् संस्थानको हित विरुद्घ काला ब्यवसायीहरु, भ्रष्ट राजनितिज्ञहरु र अरु भ्रष्ट पदाधिकारीहरुसंग मिलि काम गर्ने गैर जिम्मेवार ब्यक्तिहरुले राजीनामा दिनु पर्दछ र उनीहरु र उनका मतियारहरुलाई कारवाही गर्नु पर्दछ ताकी अरुले गलत काम गर्ने साहस नपाउन् ।

यदि यी उच्च पदाधिकारीहरु आफ्नो गैर जिम्मेवार, अनुत्तरदायी र विवेकहिन मानसिकता र क्रियाकलाप परिवर्तन नगरी निर्वाचन पश्चात परिवर्तित राजनैतिक सिनारियोबाट आफूलाई शक्तिशाली ठान्छन् भने र निर्वाचित उनै संविधान दिने दायीत्व पूरा गर्न नसक्ने पुराना राजनितिज्ञहरुले स्वच्छ राजनैतिक संस्कारको अनुसरण गरेर चलेनन् भने नेपाली नागरीकहरुले एक पल्ट सुध्रिने मौका दिएका छन् । सजाय पनि दिन सक्छन् र दिन्छन् पनि । चाहे जो कुनै राजनितिज्ञ होस् या पदाधिकारीहरु सभ्य समाज तथा प्रजातान्त्रिक मान्यता अनुरुप चल्दैन र संस्थान तथा देशलाई उही पुरानै तरीकाबाट ब्यक्तिगत तथा गुटगत स्वार्थ पुरा गर्ने साधनको रुपमा प्रयोग गर्ने प्रयास गरेमा यसपाली नागरीकहरु सचेत छन् त्यसको सजाय अवश्य दिनेछन् ।

त्रि.वि.र चि.शा.अ.संस्थानका पूर्व पदाधिकारीहरु, आफ्नो र आफ्ना पोलीटिकल मास्टरहरुको स्वार्थ पुरा गर्न राजनितिज्ञहरुले गैर जिम्मेवार काम गरी त्रि.वि.लाई विवादमा ल्याउने र धराषायी बनाएको् घटना त ताजै छ मानस पटलमा र अहिले पनि विद्वानको नभएर सेवकको मानसिकता राखेर गैर जिम्मेवार क्रियाकलाप बन्द गरेर सुध्रिनको साटो अझ सोही क्रियाकलाप कायम राख्छन् भने यो हामीलाई सह्य छैन र हामीलाई हाम्रो संस्थानको र देशको माया छ र त्यसको लागी हामी कुनै पनि मुल्य चुकाउन तयार छौ । कुनै पनि सरकारी, गैर सरकारी संस्थानको हित तथा मर्यादा कायम राख्न निकाय, कार्यालय इत्यादीमा कार्यरत सवै ब्यक्तिहरुको दायित्व तथा कर्तब्य हो र गैर जिम्मेवार भ्रष्ट पदाधिकारी तथा राजनितिज्ञको गलत क्रिया कलापको विरुद्घ उठ्न सक्नुपर्छ तव मात्र संस्थान तथा निकायहरुको उन्नति हुन्छ र देशले पनि प्रगति गर्ने छ ।

गत निर्वाचानबाट नागरीकहरुले विकाश रुपी अवरुद्घ ट्राफीकलाई खुलाउन् भनेर एक पल्ट पुरानै दललाई र पुरानै अनुहारलाई ल्याए र यसलाई पुरानो बोतलको पुरानै रक्सिको संज्ञा दिन सकिन्छ तर विगतमा जस्तै पुरानो बोतलको पुरानो रक्सिले मातेर सडक अवरुद्घ गर्ने होइन पुरानो बोतलको पुरानै रक्सी भएपनि क्रियाशिलता र गतिशिलताबाटै सकारात्मक परिवर्तन आउन सक्छ भन्ने धारणा राखी अवरुद्घ ट्र«ाफीक खोल्ने होकी ? नत्र इतिहासको अध्यारो पानामा सिमित हुने छन् ।

गत निर्वाचनमा शान्त र सौम्य रुपमा अत्याधिक प्रतिशत नेपाली नागरीकहरुले मतदान गरी सचेत र कर्तब्यनिष्ठ नागरीकको राम्रो उदाहरण दिनु भयो यसले हामीलाई गौरव गर्ने ठाँउ दिएको छ । पुरानै दलका धेरै जसो पुरानै अनुहारहरु आएका छन् सायद उनीहरुलाई सुध्रिएर काम गर्ने मौका दिएको जस्तो लाग्छ । नेपाली नागरीकहरुले आफ्नो कर्तब्य एकदमै बुद्घिमत्ता र परिपक्व ढंगले पुरा गर्नुभयो । अव निर्वाचित प्रतिनिधिहरुले यसैको मर्म अनुरुप सुध्रिएर काम गर्नुपर्यो । स्वार्थ, शक्ति, कुर्सी, लोलुपता र गैर जिम्मेवारीपन तिर फेरी नलागी शिध्र संविधान निर्माण गरी नेपालीलाई उपहार दिनु प¥यो । यसको लागी ब्यक्तिगत गुटगत र दलगत स्वार्थ भन्दा माथी उठेर देश र जनताको हितको लागी मिलेर काम गर्न जरुरत छ भने शिक्षा, स्वास्थ्य, सुरक्षा, न्याय क्षेत्र जस्तै अरु सवै संवेदनशिल क्षेत्रलाई राजनैतिक हस्तक्षेप मुक्त राख्न अत्यन्त जरुरी छ । राजनितिलाई राजनैतिक दल तथा यसको भतृसंगठनमा मात्रै सिमित राख्दा देश र जनताको भलो हुन्छ । अव हिंसा, हत्या माफिया गिरी, डन गिरी र भ्रष्ट मानसिकताकालाई कुनै पनि स्थान छैन त्यस्ताको स्थान जेल हो भन्ने बुझ्न र त्यही अनुसार काम गर्नु पर्दछ ।

स्वस्थ र शिक्षित नागरीक नै सभ्य समाजको आधार हुन् र देश विकासका पूर्वाधार हुन् । गुणस्तरीय सेवा तथा शिक्षा प्रदान भएमा मात्र त्यो सम्भव हुन्छ । जव सम्म शिक्षा र स्वास्थ्य सेवामा अवान्छनिय राजनैतिक तथा उच्च प्रशासनीक हस्तक्षेप भई राख्दछ स्वास्थ्य तथा अरु क्षेत्रमा गुणस्तरीय जनशक्ति उत्पादन हुन सक्दैन र देश विकासको कल्पना पनि गर्न सकिदैन । नागरीकहरुको स्वास्थ्यमा प्रत्यक्ष सरोकार राख्ने भएकोले चिकित्सा शिक्षा कठीन र निकै सम्वेदनशिल मानिन्छ र स्वच्छ खुल्ला प्रतिष्पर्धाबाट अब्वल छानिएका विधार्थीहरुनै गुण्स्तरीय चिकित्सक हुन सक्छन् र देशको स्वास्थ्य सेवा पनि गुणस्तरीय भएर नागरीकहरु स्वस्थ हुन्छन् । नेपालको विडम्वना के छ भने चिकित्सा शास्त्रमा (एम.वि.वि.एस तहमा) अध्ययन गर्न खुल्ला प्रतिस्पर्धाबाट छात्रबृत्तिमा छानिएका विधार्थीहरुको संख्या प्रत्येक वर्ष ३५० देखि ४०० जती छ भने निकै महंगो शुल्क तिरेर निजी मेडीकल कलेजमा पढ्नको लागी १६०० भन्दा ज्यादा नै सीट छ । महंगो शुल्क तिरेर पढ्न सक्ने नेपालीको संख्या ५ प्रतिशत जति होला भने बाँकी ९५ प्रतिशत ब्यक्तिहरुले चिकित्सा शास्त्र अध्ययन गर्न सिर्फ ३५० देखी ४०० सिटको लागी प्रतिस्पर्धा गर्नु पर्दछ तषर्थ होनहार उम्मेदवारहरु पनि छानिदैनन् ।

देशको स्वास्थ्य सेवाको गुणस्तर के होला ? र उपचार यति महंगो हनेछ की निम्न र निम्नमध्ययम वर्गको पहचबाट टाढा हनेछ । स्थिति कहाली लाग्दो छ । स्मरण रहोस् नेपालमा सिमित मात्र सीट भएका सरकारी मेडीकल कलेजहरुको संख्या सिर्फ ३ बटा छन् (सैनिक मेडिकल कलेज र प्रस्तावित प्रहरी मेडीकल कलेज सरकारी होइनन् निजी हुन् । सरकारी स्वामीत्वमा भएका संस्थाहरुले निजि सरह व्यापार गर्नु कति सम्म उचित छ ?) भने अधिकाशं पूर्वाधार नभएका तर प्रत्येक वर्ष असिमित (१५०) सीट भएका निजी मेडीकल कलेजहरुको संख्या भने १६ वटा छन् र थप १ दर्जन जती पाइपलाइनमा छन् र ति प्रस्तावित मेडीकल कलेजहरु गैर कानुनी ढंगबाट सम्वन्धनको लागी प्रयासरत छन् ।

स्मरण रहोस् झण्डै डेढ करोड जनसंख्या भएको दिल्लीमा ५ वटा मेडीकल कलेज (प्राय सवै सरकारी) छन् भने दिल्लीको ७ भागको १ भाग जनसंख्या भएको काठमाडौमा ७ वटा (५वटा निजी) मेडीकल कलेजहरु छन् र काठमाडौको लगाी नै अरु थप ४ निजी मेडिकल कलेजहरु त्रि.वि.चि.शा.अ संस्थानबाट संबन्धन लिन संस्थानका पदाधिकारीहरु, चिकित्सक, नर्स, कर्मचरीहरुको विरोधको बावजुद काला ब्यवसायी राजनीतिक दलका नेता सरकारी उच्च पदाधिकारीहरु र यस संस्थानका भ्रष्टाचारमा दोषी ठहराईएका पूर्व पदाधिकारीहरु र मेडिकल काउन्सिलको चलखेल र चरम दवावबाट गैर कानुनी ढंगले संवन्धन दिलाउन प्रयासरत छन् । चाहे त्यो विकसीत देश जापान, अमेरीका, अष्ट्रेलिया, संयुक्त अधिराज्य फ्रान्स इत्यादिमा सरकारी स्वामित्वको तुलनामा निजी मेडीकल कलेजको संख्या नगन्यमा छन् भने छिमेकी देश भारतमा पनि निजी भन्दा सरकारी मेडीकल कलेज नै धेरै छन् ।

नेपालको अधिकाशं जनसंख्या सहरमा होईन गाँउमा (१ः५) छन् । जति पनि ठूला ठूला अस्पतालहरु र मेडीकल कलेजहरु छन् तिनीहरु देशका ठूला ठूला शहरमा मात्र सिमित छन् । देशको अधिकांश भाग तथा अंचलहरु साधारण स्वास्थ्य सेवाबाट पनि वंचित छन् । देशका प्रत्येक नागरीकले गुणस्तरीय स्वास्थ्य सेवा तथा शिक्षा पाउनु उनीहरुको मौलिक अधिकार हो (९५ प्रतिशतलाई बेवास्ता गरेर ५ प्रतिशतलाईमात्र ख्याल राख्नु भूल हो )। स्वास्थ्य जनशक्ति उत्पादन गर्न र सबैलाई एकिकृत उपयूक्त विशेषज्ञ स्वास्थ्य सेवा उपलब्ध गराउने निति नहुन तथा कार्यान्वयन गराउन नसक्नु र हचुवाको भरमा शक्तिको र आर्थीक चलखेलको बललेमात्र निर्धारण हुनु देशको दूर्भाग्य हो ।

देशको दुइतिहाई भन्दा ज्यादा जनसंख्या निम्न तथा निम्न मध्यम वर्गका छन् । गरीवी, अशिक्षाले र पहिले देखिको सरकारको अब्यवहारीक, अबैज्ञानिक, अदुरदर्शी र भेदभाव पूर्ण स्वास्थ्य नितिले तिनै वर्गहरुमा रोगब्यादि ब्याप्त छ तर स्थानिय स्तरमा नाम मात्रको निशुल्क उपचार सुविधा भएकोले र शहर गएर उपचार गर्न धेरै महंगो पर्ने भएकोले मृत्यु वरण गर्ने अथवा रोग लिएर बाँच्नु पर्ने बाध्यता छ।

विकसित देशहरुमा जहाँ नागरीकहरु सम्पन्न छन् राष्ट्रिय स्वास्थ्य निति अथवा विमा ब्यवस्था अन्तर्गत निशुल्क स्वास्थ्य सेवा उपलब्ध छ । जुन देशका अधिकांश जनताहरुलाई विहान बेलुका हातमुख जोर्न समस्या छ त्यहाँ उपचार सरकारी अस्पतालमा पनि निशुल्क छैन । तसर्थ सबै नागरीकहरु स्वस्थ हुन गाँउ गाँउमा गुणस्तरीय एकिकृत विशेषज्ञ सेवा उपलब्ध गराउन पर्दछ ।

स्वास्थ्य निति निर्माण कर्ता र निकायहरुमा समग्र देशको स्वास्थ्य स्थितिको राम्रो ज्ञान छ भने दुरदर्शिता, कटिवद्घता छ भने यो सम्भव छ । देशलाई अत्यावश्यक स्वास्थ्य जनशक्ति उत्पादन गर्ने सरकारी चिकित्सा शास्त्र अध्ययन संस्थानहरुको सम्पूर्ण आर्थीक दायीत्व सरकारको हुनु पर्दछ र अहिलेको जस्तो निजी अस्पताल जस्तै महँगो नभएर संपूर्ण उपचार निशुल्क हुनु पर्दछ। स्नातक देखि स्नातकोत्तर तथा विध्यावारीधि वा सो सरह सम्मको तहका विध्यार्थीहरुको लागी छात्रवृत्तिको ब्यवस्था हुनुपर्दछ अनि मात्रै विशेषज्ञहरुलाई पनि दुर्गममा गएर सेवा गर्ने प्रेरणा मिल्छ ÷ बाध्य हुन्छन् ।

मेडीकल काउन्सीलको काम स्वास्थ्य सेवाको गुणस्तर कायम गर्नु तथा गर्न लगाउनु हो । संख्यात्मक भन्दा गुणात्मकतालाई प्राथमीकता दिनु पर्ने हो । ज्यादासेज्यादा मेडीकल कलेजहरुलाई पूर्वाधार भन्दा अरुलाई आधार बनाई सम्वन्धन दिने कामलाई मात्र प्राथमीकता दिएकोले र अरु सवै जसो दायीत्व ओझेलमा परेका छन् । तसर्थ काउन्सील र यसका सदस्यहरुको कार्य तथा दायीत्वहरुको गर्ने निक्ष्पक्ष निकायको ब्यवस्था गर्नु अत्यन्त जरुरी छ ।

स्वास्थ्य मन्त्रालय स्वास्थ्य जनशक्ति खपत गर्ने सवै भन्दा ठूलो सरकारी निकाय हो र उनीहरुले सुरुमै आगामी ३० वर्षमा कुन स्तरको कती जनशक्ति चाहिन्छ भन्ने आँकडा निकालेर त्यस अनुरुप थप मेडीकल कलेजहरुको जरुरत छ छैन त्यसको प्रतिबेदन तयार गरी लागू गर्न सिफारीस गर्नु पर्दथ्यो । त्यसमा पनि हाल सीमीत सीट मात्र भएका ३ वटा मात्र सरकारी मेडीकल कलेज तर अनगीन्ती सीट भएका १६ वटा निजि मेडीकल कलेज संचालनमा छन् र झन्डै ८ वाट देखी १२ वटा निजि मेडीकल कलेजहरु पाइप लाइनमा छन् महंगो फीस तिर्न नसक्ने ९५ प्रतिशत नेपाली नागरिकहरुबाट खुल्ला प्रतियोगीताबाट छात्रबृतिमा छानिएका विध्यार्थीहरु (जो गुणस्तरीय चिकित्सक बन्ने छन्) अध्ययन गर्ने मौका दिन सरकारी मेडीकल कलेजहरु खोल्ने (अत्यावश्यक हो) अथवा धेरै महँगो फिस तिरेर जनसंख्याको ५ प्रतिशत ब्यक्तिहरुबाट मेडीकल एजुकेशनलाई निहित पैसा कमाउने उद्येश्य राखेर पूर्वाधार नभएका नयाँ मेडीकल कलेजहरु खोल्न दिने? यसमा वृहत वहस गरी निति बनाउनु जरुरी छ । थप नयाँ मेडीकल कलेजलाई सम्वन्धन नदिने बरु पुराना पूर्वाधार नपुगेका निजी मेडीकल कलेजहरुलाई मापदण्ड अनुसार नियमित गरी उनिहरुबाट प्रदान गरीने स्वास्थ्य सेवा र चिकित्सा शिक्षालाई गुणस्तरीय बनाउने कदम चाल्नु आवश्यक छ ।

अब नयाँ मेडीकल कलेजहरु खोल्ने हो भने सरकारी नै हुन पर्दछ त्यो पनि काठमाडौ तथा ठूला सहरमा होईन जुन क्षेत्रमा ठूला स्वास्थ्य संस्था छैनन् तिनै क्षेत्र तथा अन्चलमा खोल्ने निति बनाउन जरुरी छ ।

नागरीकहरुको स्वास्थ्यमा प्रत्यक्ष सरोकार राख्ने चिकित्सा शिक्षा र स्वास्थ्य सेवा जस्तो संवेदनशिल क्षेत्रलाई हेर्ने निकायहरुलाई अत्यन्त जिम्मेवार, राजनितिक हस्तक्षेप मुक्त र क्रियाशिल बनाउनु पर्ने जरुरत छ । सरकारको निति निजी मेडीकल कलेजमुखी होईन गुणस्तरीय स्वास्थ्य सेवा तथा गुणस्तरीय चिकित्सा सेवा मुखी हुन पर्यो र देशका दुरदराज र कुना कुनामा पनि गुणस्तरीय स्वास्थ्यसेवा पुर्याउन पर्यो ।
त्रि.वि चिकित्सा शास्त्र अध्ययन संस्थानले विभिन्न विषयमा प्रमाण पत्र तह देखी विध्यावारीधि सम्मको ५५/ ५६ वटा कार्यक्रम संचालन गरी आफैमा एक विश्व विध्यालयसरह कार्य गरीरहेको छ । तर त्रि.वि को पटक पटकको अवान्छनिय राजनैतिक प्रशासनीक, आर्थीक, शैक्षिक हस्तक्षेप तथा असहयोगले यस संस्थानलाई धराषायी वनाएको हुनाले पुनः प्रतिष्ठित संस्थानको रुपमा स्थापीत हुन एक स्वायत्त मेडीकल विश्वविध्यालयको रुपमा स्थापीत हुन अत्यन्त जरुरी छ ।

गैरकानुनी सम्वन्धन प्रक्रियामा मुछिएका नेताहरु, सरकारी उच्चपदस्थ अधिकारीहरु त्रि.वि.का उच्च पदाधिकारीहरु, काला ब्यवसायीहरु, यस संस्थानका पूर्व पदाधिकारीहरु र आफ्नो क्षमता नभएकाले नेता र उच्च पदाधिकारीको चाकडी गरेर पदाधिकारी बन्न चाहनेहरु यिनिहरु सवैले लिन मात्रै हैन दिन पनि जानेका छन् ।

नेताहरुले भोट लिएर जनतालाई धोखा दिन, घुस लिएर मात्र काम गरिदिन, भेटी लिएर गुण्डाहरुलाई संरक्षण दिन, कार्यकर्ताहरुबाट चाकडी र उपहार लिएर पदाधिकारी बनाई दिन, जागिर लगाई दिन । नेताका र राजनैतिक दलका सेवक त्रि.वि.का उच्च पदाधिकारीहरु –मेडिकल कलेज माफियाबाट निकै लिएर गैर कानुनी र खुराफाती तरीकाले सम्वन्धन दिन, दवाव, प्रशाषनिक, शैक्षिक, परिक्षा, आर्थीक निर्णयको लागी केहि लिएर मात्र काम गरीदिन, संस्थानका चाकडीवालाहरुलाई पदको स्वप्न देखाएर संस्थानमा सधै अस्थिरता बनाई दिन तर यिनीहरु आफ्ना पोलिटिकल माष्टरबाट चाहिँ टिकी रहने आशिर्वाद बाहेक केहि लिदैनन बरु आशिर्वाद वापत राम्रै दिन्छन् ।

माफियाहरुले — बन्दुक देखाइदिन्छन्, गुण्डा देखाइदिन्छन्, पूर्वाधारको नाममा गलत ठाँउ र गलत जनशक्ति देखाई दिन्छन्, तर नेताहरुलाई र त्रि.वि.का उच्च पदाधिकारीहरुलाई व्रिफकेस देखाइदिन्छन्, गलत ठाँउ गलत जनशक्ति र गलत तथ्य देखाउन त कानूनका रक्षक पनि कम छैनन् र मेडीकल काउन्सिलका पदाधिकारीहरु आफ्नो दायित्वलाई भन्दा निजी मेडीकल कलेज प्रतिको वफादारी प्रत्येक कदममा देखाइदिन्छन् र यस संस्थानका पूर्वपदाधिकारी तथा केही क्षमता भन्दा चाकडिबाट छिटै उचाइमा पुगिन्छ भन्ने साथीहरु आफ्नो स्वार्थको लागी संस्थानको वातावरण सधै धमिल्याइदिइ राख्छन् ।

यी सवैले यस संस्थान साथै यस्तै अरु संस्थानलाई नदिएका होइनन् दिएका छन् — धोखा, विश्वासघात र धराषायी वनाईदिएका छन् । तषर्थ नेताहरु तपाँईहरुको केही नलिई केहि नदिने आदत भएकोले केही लिनुस्— कि स्वच्छ राजनैतिक संस्कार लिनुहोस् नभए तपाँईका माथि उल्लेखित मतियारहरुलाई पनि लिएर सन्यास लिनुस् । पटक पटक तपाईहरु, मतियारहरु र कार्यकर्ताहरुको घातक प्रहारबाट यस संस्थानलाई सधै अशान्ती दिनु भएको छ माथीका कुनै कदम लिनुस् र हामीलाई शान्ती पूर्वक काम गर्न दिनुस् । हामीलाई हाम्रो देशको, देशवासी र हाम्रो संस्थानको माया छ हामी यसलाई संसारकै एक प्रतिष्ठित संस्थान बनाउने छौ ।

नोट: यदि संवन्धन दिन बन्द नगरे, डा. प्रकाश सायमीको राजीनामा फिर्ता नभए मेडीकल कलेजहरुबारे स्पष्ट निति नबनाए म आमरण अनसन बस्ने कुरा यहाँलाई जानकारी दिन चाहन्छु ।

४) त्रिभुवन विश्वविधालयका वर्तमान भ्रष्ट उच्च पदाधिकारीलाई (उपकुलपति,रेक्टर,रजिस्टार) पदमुक्त गरी कारवाही गरियोस् र यस संस्थाका भ्रष्टाचारमा दोषी ठहरिएका पूर्व पदाधिकारीहरुलाई पनि कारवाही गरियो्स् ।
५) यस त्रिभुवन विश्वविधालय चिकित्सा शास्त्र अध्ययन संस्थालाई स्वायत्त विश्वविधालयको रुपमा स्थापना गरियोस्।
६) अधिकांश नेपाली जनता बसोबास गर्ने ग्रामीण भेगमा सरकारी मेडिकल कलेज खोल्ने नीति बनाइयोस्। ७) मुख्यत: वरिष्ठता तथा कार्यदक्षताको आधारमा स्वच्छ प्रत्रियाबाट पदाधिकारी नियुक्त गरिएको थियो त्यसलाई स्थायी रुपमा गर्ने र नेपालीका अरु संस्थानमा पनि यस्तै नीति लागू गर्ने
